Local Area Agreements and National Indicators

The only proposed National Indicator for Biodiversity is NI 197 which concentrates on SNCIs (Sites of Nature Conservation Importance). Indicator 197.doc. We would like to see this indicator supported as a priority in Surrey.

Other proposed environmental sustainability indicators are:

  • NI 185 CO2 reduction from Local Authority operations
  • NI 186 Per capita reduction in CO2 emissions in the LA
  • NI 187 Tackling fuel poverty – people receiving income based benefits living in homes with a low energy efficiency rating
  • NI 188 Adapting to climate change Indicator 188.doc
  • NI 189 Flood and coastal erosion risk management
  • NI 190 Achievement in meeting standards for the control system for animal health
  • NI 191 Residual household waste per head
  • NI 192 Household waste recycled and composted
  • NI 193 Municipal waste land filled
  • NI 194 Level of air quality – reduction in NOx and primary PM10 emissions through local authority’s estate and operations.
  • NI 195 Improved street and environmental cleanliness (levels of graffiti, litter, detritus and fly posting)
  • NI 196 Improved street and environmental cleanliness – fly tipping
  • NI 197 Improved local biodiversity – active management of local sites Indicator 197.doc
  • NI 198 Children travelling to school – mode of travel usually used

Timetable for negotiating new Local Area Agreements

December 2007Local authorities, partners and Government Office to identify and agree priorities for the area.
January 2008Local authorities, partners and Government Office to negotiate on the up to 35 indicators from the national indicator set and any local targets to support the agreed priority outcomes.
25 January 2008Government Offices to submit draft Local Area Agreement priorities to Central Government.
31 January 2008Local Authorities to submit statutory education and early years targets to the Department of Children, Schools and Families.
February – May 2008Local authorities and partners to go through various stages of negotiation with Government Office in relation to priority outcomes, indicators and targets.
April 2008Local Authorities notified of agreed Department of Children, Schools and Families statutory targets.
Beginning of June 2008Formal submission of Local Area Agreements to Government Offices, so GO Regional Directors can make recommendations to Central Government.
End of June 2008Approval and sign off of all Local Area Agreements and targets by the Secretary of State.
